.:Frequently Asked Questions and Answers

The stages of construction .

  • Initial site inspection
  • Material ordering and co-ordinating construction scheduals with general contractor
  • Deposit from home owner to cover materials, permits and first initial labor costs
  • Periodical site inspections checking on progress of contractor and home owners requirements.
  • On contact from general contractor that the site is ready for initial rough in electrical rough in starts. Depending on the size of the job the rough in can take two to 10 days on most projects.
  • After initial rough in an inspection is called and the electrical inspector comes and inspects the rough in . After the inspection passes the general contractor can cover the walls and drywall, mud, tape and paint.
  • Second invoice generated for ½ of final payment
  • After the general contractor finishes his initial touches the electrical contractor goes in and installs lights plugs, telephone, TV and terminates the electrical panel then calls for final inspection
  • Third invoice for last ½ of the project
When a homeowner may perform electrical work

Homeowners May:

--Wire their own home or do repairs and alterations in their own home but not if it is a multi-family dwelling such as a duplex, condo or townhouse;
---The home must be their permanent residence where they either live or intend to live or a non rental vacation premises.
--They Must get any work they do inspected unless it is replacing a) receptacles;(b) cord attachment plugs;(c) snap switches;(d) ballasts;(e) dimmer switches;(f) fan speed controllers;(g) thermostats;(h) overcurrent devices; a lamp of up to 347 V to ground with a lamp of a similar type or rating; a fuse of up to 750 V with a fuse of a similar type or rating..
--Work under a Licensed Contractors permit providing the contractor supervises all work.

Homeowners May NOT:

Work on anything that is greater than 200 amps or 150 volts to ground
Work on anything  fed or supplied from the fully detached dwelling to a separately owned or occupied property,  (ie: the home can NOT have a basement suite or a suite in a detached garage)

Connect a trailer or RV at a RV or Mobile Home Park.

Handyman/Woman
It doesn't matter how Handy you are. All regulated work (Electrical Work) being done for someone else  Must be done by a licensed Contractor, or under an operating permit!. There is no recognition for Handyman!!


Licensed Contractors


"licensed contractor" means a person who is licensed under section 23 as a licensed contractor to do regulated work in one or more disciplines specified in the licence;
Licensing of contractors
23 (1) A person must not do any of the following unless licensed by a provincial safety manager or authorized to do so under this Act:
(a) manage or direct individuals doing regulated work;
(b) do regulated work for another person who is not a licensed contractor.

 

ELECTRICAL SAFETY


When is a permit required?

A permit is required before any work is commenced on any electrical installation, which includes elevators.

What are the permit fees?

Permit fees are based on the total cost of the installation including materials, labour and all reasonable traveling and living expenses incurred by the applicant while absent from his or her place of residence and in the course of carrying out the electrical work.

A minimum fee of $45.00 will cover projects valued up to $500. Permit fees for projects over $500 have been calculated for you.

Who may apply for a permit?

Any individual that is registered as a Qualified Electrical Worker in the Northwest Territories may apply for an Electrical Permit.

The Northwest Territories Electrical Protection Act does not prohibit a property owner from applying for a wiring permit and doing electrical work on his or her residential premises. However certain restrictions apply, so please call your regional Electrical Inspector for details.

May I obtain a permit by mail or facsimile?

A permit may be obtained by a Qualified Electrical worker from any Regional Electrical Inspector by mail or in person; with payment being either cash or cheque. A Qualified Electrical Worker can also obtain a permit by facsimile (867-873-0117) from the Headquarters Office in Yellowknife, with payment made by visa.

A Homeowners Permit can only be obtained in person from any Regional Inspector.

Qualified Electrical Workers may also download Permit Applications directly from this web site and print them on your home printer.

Should I purchase the permit or let the contractor purchase it?

The electrical contractor is required to obtain the permit as part of the project agreement. This is simply because the permit holder is the party responsible for the work and complying with the codes and regulations.

A Homeowners installation permit may be obtained for wiring a Single Family Dwelling where the rating of the consumers service does not exceed 125 amperes if you intend to do the wiring yourself.

The Home Owner that is planning on doing his or her own wiring should have some basic knowledge about electrical wiring. The inspector may give a written test to determine the Home Owners basic knowledge.

How long is a permit good for?

An installation permit, other than for a temporary consumer's service for construction is valid for one year.

An installation permit for temporary consumers service for construction is valid for 90 days.

In both instances an inspector, upon application may grant one or more extensions of an installation permit at no additional fee.

May a permit be voided?

An inspector may cancel an installation permit, other than a temporary consumer's service for construction, where no work has been done under the permit for 90 days or longer, or the holder of the permit fails to comply with any provision contained in the permit, the Electrical Protection Act or the regulations.

The Electrical Inspector may cancel the Homeowners Permit if, at his discretion, the work done could be hazardous to life and / or property.

May a permit be returned for a refund?

An inspector shall, on the application of the holder of an installation permit or a residential property owners permit, refund all but ($25.00) twenty five dollars of the fee paid if the permit is canceled; the electrical work authorized by the permit is included in another permit; or the job is canceled or destroyed before completion.

No person is eligible for a refund of fees under a permit unless an application for refund is made within 90 days of the permit issued and no work has commenced.
